The Baltic 21 Background Paper on Climate Change is envisioned as a main source of input for Baltic 21's formulation of a new Strategic Action Plan for 2010-to 2015, on climate change. The Action Plan is directed at the broad spectrum of Baltic 21 partners, from NGOs to countries. The focus has been to produce practical choices of action for selection by local- and regional-level actors.
On the basis of the Strategic Action Plan, a Portfolio of Actions has been recommended. The Portfolio is to be viewed as a living document on climate change actions that the Baltic 21 members may commit to implement. In addition, the Background Paper is also to be used as a major policy input to the Eco-region project funded as part of the EU BSR Programme 2007-13.
