The Swedish Agency for Growth Policy Analysis (Tillväxtanalys) has been commissioned by the Swedish Government to make an analysis of the Swedish Maritime Cluster. Nordregio is acting as external managers of this project.
The Maritime Cluster is broadly defined, including for example shipping, ports, suppliers and services providers.
The project consists of three parts;
a) A description of the cluster in economic terms, e.g. turnover, number of employees and exports, from a national and regional perspective
b) An analysis of the competitiveness of the cluster in an international perspective, e.g. personnel costs
c) A SWOT-analysis (Strengths, weaknesses, opportunities and threats) of the cluster, including suggestions for new or altered policy interventions
The project is based on a combination of desk research, qualitative and quantitative methods. Statistical analysis will be made by external consultants.
The results will be discussed with a broad group of representatives of the cluster before it is presented to the Ministry of Energy, Enterprise and Communication (Näringsdepartementet).
